With many thanks to Oliver Goldman from the Adobe AIR Engineering, I’ve finally solved my problem. Quoted from his email, here’s how you uninstall Adobe AIR if it does not appear in the Add/Remove Programs control panel:
Download the latest installer and then pass it the "-uninstall" flag from the command line, like so:
AdobeAIRInstaller.exe -uninstall
After uninstalling it successfully, I re-installed again and now, the "Adobe AIR" sits in the Add/Remove Programs list. I assume any last remnants of any Apollo runtime had been uninstalled as well. Coolness~

Sorry but what is the command line you are mentioning?
Is it seen on new download? I don’t have an exe. programme in the Air list of files.

You can get to the command line via Start -> All Programs -> Accessories -> Command Prompt
Or you can just go to Start -> Run… and type “cmd” without the quotes and run the command prompt.

didn’t help at all. I get the (consult log) but nobody goes any further than the command prompt…

If you could try and explain it more, like where did it not work, what’s the message in the consult log, which consult log you are talking about, then maybe whoever sees this might be able to help you.

If you’re running Vista, you’ll need to run Command Prompt as Admin.
Go to: START > ALL PROGRAMS > ACCESSORIES > Right-click on COMMAND PROMPT and RUN AS ADMIN
You’ll need to change your directory to where the AdobeAIRInstaller.exe is located
(example: mine was on my desktop so I type “cd c:\users\me\desktop”.)
Then run the uninstall command “AdobeAIRInstaller.exe -uninstall” and it should uninstall successfully.

I tried to uninstall Air, using the above instructions. I get the “failed (consult log)” message. When I try to reinstall Air, I’m told it’s already installed. There seems to be no way to get rid of this program… or is it a virus? I’d love to be able to go back to an older version so I could use Tweetdeck again. I uninstalled Tweetdeck so I could uninstall Air, and I’m told when I try to reinstall Tweetdeck that the Air installation file is damaged. This is infuriating.

How to Uninstall Adobe AIR for Windows
For those of us who can’t uninstall a corrupt version of AIR via any of the above methods, I found a simple fix that works.
Microsoft offers a free program called the “Windows Install Clean-Up”. Run that, find any entries for “Adobe AIR” (I had two versions installed) and remove them.
Bingo! Problem fixed. I can now install the latest version of AIR and update it with no problems.

Sorry, but I want to remove the earlier AIR to install the newer one, because I can’t !
I can’t install newer adobe AIR. that’s the problem, so I cannot solve it by installing it, and then removing it with control panel options.
and the cmd way is faulty too. even if I toy with the administrator rights back and for.
adobe really does not care about customers.
